December 31, 2005: Requirement applied to all travel (air/sea) to or from the Caribbean , Bermuda , Central America and South America.
December 31, 2006: Requirement applied to all air and sea travel to or from Mexico and Canada.
December 31, 2007: Requirement extended to all air, sea and land border crossings.
In summary, if you are taking a cruise to the Caribbean, you must have a passport anytime in 2006 and beyond.
If you are flying or cruising to/from Mexico or Canada, you must have a passport in 2007 and beyond.
If you are crossing into/out of the USA, you must have a passport in 2008 any beyond.
